Donald Salzberg, MD, of Avon, Connecticut, also must pay $1.34 million in restitution to Medicare, Medicaid and private insurers. 

The commission sued Welsh Carson in September, claiming the New York investment outfit and US Anesthesia Partners have perpetrated an “anticompetive scheme” to drive up prices.

The Los Angeles-based imaging center operator issued a statement Tuesday, disputing the ruling and highlighting plans to fight it in court.

The original inciting incident occurred in July 2014, when 58-year-old James Griswold visited the Connecticut provider group for a nuclear stress imaging test.
