Man faces 14 months in jail, $27M in restitution for imaging kickback scheme

An operations manager charged with running a years-long imaging kickback scam has been sentenced to more than one year behind bars. 

Timothy Doyle, 45, of Selden, New York, orchestrated a kickback scheme with the help of two other managers from a mobile diagnostics company in Boston. The trio entered into agreements with doctors that consisted of financial kickbacks drawn from Medicare reimbursements for unnecessary brain imaging ordered by the providers. Specifically, the group sought reimbursement for medically needless transcranial doppler, or TCD scans. The providers covered their tracks through payments via falsified rental and service agreements between 2013 and 2020. 

In 2025, Doyle pled guilty to one count of conspiracy to violate the anti-kickback statute. Earlier in February, he was sentenced to 14 months in federal prison, followed by one year of supervised release. He also was ordered to pay more than $27.2 million in restitution and over $1.1 million in forfeiture. 

Doyle’s co-conspirators, Kenneth Fishberger, MD, 75, an internal medicine specialist in Long Island, and Vishnudat Seodat, MD, 75, a primary care provider in Mattituck, have also been charged and sentenced. Both will serve two years of supervised release, one of which will be served in home confinement with location monitoring. Both doctors also were ordered to pay a fine of $50,000, forfeiture in the amount of $48,000 and $52,100 and restitution of $342,876. In 2024, each pled guilty to one count of conspiracy to commit healthcare fraud. 

Medicare ended up paying around $27.2 million of more than $70 million in fraudulently billed claims.
